At St. Ambrose University, our zone parking system empowers students to choose permits suiting their needs & budgets. Permit sales align with class years, and vehicle registration is mandatory.
Limited parking available in designated lots, first-come, first-served basis.
No parking on hashed lines, yellow curbs, sidewalks, or grass/dirt.
Avoid parking in surrounding neighborhoods without permission or residence.
Lots patrolled regularly; university not liable for loss or damage.
Report any suspicious activity to the Security Office.
Use hazard lights for loading/unloading, limited to 30 minutes in designated zones.
Parking permit options
Zone 1 Parking
Permit required 24/7 in Zone 1.
Cost: $130/year; $65/semester
Who can park here: Students only with a Zone 1 permit.
Location: Adjacent to most academic and residential buildings in the areas bounded by Locust, Gaines, Lombard, and Harrison Streets respectively.
Students living in university-owned houses who park behind/adjacent to the house must display a current Zone 1 or 2 parking permit. Students with a Zone 1 parking permit may purchase a CHSE parking permit for an additional $85.00 per semester.
Zone 2 Parking
Permit required in Zone 2 Monday through Friday, 7 a.m.-3 p.m.
Cost: $70/year; $35/semester
Who can park here: Anyone with a Zone 2 permit
Location: West of Gaines Street and between McCarthy Hall and the Wellness and Recreation Center. See Campus Map for Parking Zones
Students living in university-owned houses who park behind/adjacent to the house must display a current Zone 1 or 2 parking permit.
Zone 3 Parking
Permit required Monday through Friday, 7 a.m.-3 p.m.
Cost: Free - off campus (4 blocks north)
Who can park here: Students only
Parking in this lot works best for students using their vehicles occasionally, not daily.
Location: On the St. Vincent Athletics Complex, about four blocks north of campus. On-demand transportation to and from Zone 3 is free via Campus Security.
CHSE Permit
Permit required in CHSE and Zone 2 Monday through Friday, 7 a.m.-3 p.m.
Cost: $85.00 per semester
Parking: This permit allows you to park in a designated CHSEstudent lot and Zone 2 lots.
Location: Parking spaces are available at the Center of Health Science Education (CHSE). Students with a Zone 1 parking permit may purchase a CHSE parking permit for an additional $85.00 per semester.
Kia/Hyundai
Cost:$35.00 per semester.
Parking: Kia/Hyundai is a secure lot with Beecard access and exit gates.
Free bus pass
To avoid parking on campus altogether, ride the bus! Your student ID card is your FREE bus pass on any city bus. Information on times and routes are available on the City of Davenport Citibus Transit website.
Your bike must be registered with the city in accordance with all rules and regulations. Bicycles do not have to be registered with Security. When parking your bicycle, don't hinder the flow of pedestrian traffic within a parking lot or sidewalk. Do not lock or park bicycles at utility poles, trees, bollards, railings, signposts, or fences. Bicycles may not be stored in building hallways. The university assumes no liability for any lost, stolen, or damaged bicycle locked to a campus bike rack.

Visitor parking is available in the lots east of Cosgrove Hall and designated spaces at the Rogalski Center. If these areas are full or you are planning an extended visit, contact the Security Office.
Temporary permits are available in the SAU Security Office, Rogalski Center, 2nd floor
Current students, faculty, and staff may not park in Visitor Lots, Monday through Friday, 7 a.m.-3 p.m. – no exceptions.
Towing / immobilization
Unauthorized vehicles will be towed at the owner's expense under the following circumstances:
Parked in disabled space
Parked in fire lane
Vehicles with 2 or more citations (paid or unpaid for parking in reserved spots identified by a specific sign)
Blocking roadway(s) and garage door(s)
Vehicles with $200 or more in citations (paid or unpaid) in a single academic year
Once a vehicle is towed it will be placed on a list and towed for each subsequent violation. Vehicles without a current permit that have at least $200 in unpaid fines may be immobilized at the university's discretion.
Releasing an immobilized vehicle
Immobilized vehicles can be released during normal business hours by presenting the Parking Manager/designee or the Director of Security with a receipt showing all fines have been paid.
After-hours release of immobilized vehicles can only be made after presenting a photocopy of the driver's license and a completed form indicating agreement to pay all outstanding parking fines. A vehicle may only be released after hours once per academic year.
Disabled parking
Disabled parking is available and conspicuously marked in most lots.
All vehicles parking in these spaces must display a current permit and disabled placard/plate. Davenport Police may be notified and asked to ticket vehicles without a proper permit.

Citations
Parking policies are enforced 24 hours per day, 7 days per week. A citation may be issued anytime a vehicle is parked in a manner that negatively impacts the operation of the university. Citations may be issued once every 8 hours until the vehicle is moved, towed, or immobilized.

No permit
Expired permit
Parked blocking garage doors
Parked on hashed lines
Parked on the grass
Parked in a fire lane
Taking more then one space
Not parked in a space
Owners of unregistered vehicles issued parking citations will incur a $20 service charge in addition to the fine. This charge is only issued once per year per vehicle to cover the cost of researching owner information. Fines generally range from $20 to $180.
Unpaid citations will be transferred to the student's account or deducted from faculty/staff payroll each month. Failure to pay parking citations can result in a restriction on the individual's record. University students, faculty, and staff are responsible for their guest's parking violation. Receiving three or more citations in any academic year will be considered a violation of the student code of conduct for non-compliance.
Frequently asked questions about parking
How do I appeal a parking citation?
Ticket appeals are generated electronically by following the instructions at: sau.thepermitstore.com. you cannot appeal a ticket until 1 business day has passed and tickets must be appealed within 7 days of the date of issue. Tickets older than 7 days may not be granted an appeal.
What should I do if my vehicle breaks down or has a flat tire?
If your vehicle breaks down or will not start, call Security and ask for assistance. If the vehicle is not operable then the security officer will place an orange disabled sticker on your windshield. This will help prevent tickets. All disabled vehicles should be moved within 24 hours unless special arrangements have been made through the Security Office. The operator is responsible for any tickets received for vehicles without a disabled sticker.
What should I do if my vehicle is damaged or vandalized?
Immediately contact SAU Security and the Davenport Police Department. Do not move the vehicle before contacting both agencies.
Do I need a permit for my motorcycle or moped?
For the purposes of university parking policy: motorcycles, motorized scooters, and mopeds are categorized and referred to as motorcycles.
Students, faculty and/or staff desiring on-campus parking for a motorcycle are required to have a parking permit. Motorcycles are required to park in designated lots and locations that will not interfere with the flow of traffic or pedestrians walking through campus.
Motorcycles may not park in any other areas, including the university's fire lanes, disabled spaces, loading zones, construction areas, disabled access aisles, driveways, lawns, sidewalks, or bicycle racks. Motorcycles are subject to towing in accordance with the Towing Policy above.
How do I buy a permit?
To register for a permit you will need to have the following: an active email address; your student ID number; vehicle make, model and color information; and, license plate information. Permits are sold online at: sau.thepermitstore.com. Online registration is available 24 hours per day 7 days per week. Students parking on campus must select the permit that appropriately reflects their choice of zone. It is the owner's responsibility to ensure that all vehicle information is kept up to date and accurate. Temporary permits are available in the Security Operations Center in the Rogalski Center, and long term permits are only available online.
Does a permit guarantee a parking space?
All St. Ambrose students are expected to use campus parking lots. Parking for students is available in lots designated Zone 1, Zone 2 or Zone 3 with the appropriate valid permit. A permit does not guarantee that space will be available adjacent to their resident hall, but instead gives the owner the right to park if space is available.
